Chrystelle Chevalier-Gagnon
President
Chrystelle is an associate at McCarthy Tétrault LLP, where she focuses on domestic and cross-border mergers and acquisitions, private equity and complex real estate transactions.
She regularly advises American, European and international clients investing in Canada, as well as Canadian companies setting up abroad. Outside the office, Chrystelle is very active and passionate about endurance sports: she is a seasoned cyclist who, in her spare time, swims and runs.
Hélène Messier
Director
Hélène Messier, ASC, ACC, MBA, CRHA, is an experienced executive and recognized strategist in talent management and governance. Chair of the Board of Directors of Vélo Québec, she brings over 30 years of leadership experience to her role, most notably as Vice-President and Chief Talent Officer at Birks Group. Founder of Gestion H, she now coaches and administers organizations and their leaders. Holder of an MBA (HEC Montréal), ASC certification (Université Laval) and ACC (International Coaching Federation), she is dedicated to human and organizational growth with a view to excellence and sustainability.
Paul Braicovich
Director
An entrepreneur and finance professional, Paul Braicovich has over 10 years' experience in helping SMEs grow and transform. As a partner at Cook it, he helped build the company into a leader in ready-to-eat meals, managing strong growth and strategic projects such as fund-raising and acquisitions. With an MBA from HEC Montréal, he combines strategic vision with an analytical mind to solve complex challenges. Passionate about cycling and sustainable development, he uses his expertise to help Vélo Québec promote active mobility.
David Beitel
Director
David Beitel has a multidisciplinary background. He holds a bachelor's and master's degree in electrical engineering, a master's degree in urban planning and a doctorate in civil engineering. David's research focuses on pedestrian and cyclist safety in non-motorized shared spaces and methods for modeling bicycle demand. David leads a team of analysts and data scientists at Eco-Compteur - a world leader in measuring pedestrian and cyclist flows using automated counting systems. David is an avid year-round cyclist and passionate advocate of improved policies and infrastructure for cyclists and pedestrians.
Jean-François Rheault

Jean-François Rheault has been President and CEO of Vélo Québec since 2021. Prior to this position, he worked for over fifteen years at Éco-Compteur, where he managed the North American division and acquired solid international expertise in the field of cycling and active mobility. Passionate about bicycle culture and convinced of its impact on quality of life, he is committed to strengthening Vélo Québec's role as a key player in sustainable mobility. Under his leadership, the organization leads initiatives to promote cycling for all, encouraging communities and organizations to adopt it for travel, leisure and health.
Alexandre Joyce
Vice-President, Secretary-Treasurer
Joyce is a business strategist, designer by training, and animator at heart. As an innovation consultant, he works with such Quebec icons as Hydro-Québec, CAA, Cirque du Soleil, Sid Lee, Cascades and WorkLeap. As DesjardinsLab's first advisor, he has inspired 1000+ colleagues in design thinking. For his doctorate, he designed the framework for a 3-dimensional business model integrating social and environmental considerations. A lecturer at HEC since 2018, he created the mandatory innovation and entrepreneurship course taken by 800 students a year. He now challenges MBAs to design sustainable models while traveling by bike from Montreal to Sherbrooke. He is also a committed board member of Radish.coop and Pop-Up Lab.
Alain Perreault
Director
Alain Perreault worked for over 30 years in the IT sector for a major Quebec financial institution. An avid cyclist, both with his family and for personal challenges, he has taken part in several Petite Aventures and Grand Tours. A bicycle traveler in Europe and America, Alain Perreault is committed to the development of the Route verte, which he sees as one of the best ways to discover Quebec.
Stéfanie Forcier
Director
Vice President, Strategy at LG2, Stéfanie Forcier has nearly 15 years' experience in marketing planning and strategy. At LG2, she has successively held the positions of strategist, strategy director, senior director, then vice-president, where she helped organizations develop high-impact positioning and strategies. She holds a bachelor's degree in marketing from HEC Montréal, and previously worked at CART1ER as a strategic planner and account director. A member of Vélo Québec's Board of Directors since 2023, she applies her strategic expertise and vision to the organization's mission.
Andréanne M. Cyr
Director
Andréanne is a CPA with over 10 years' experience in finance, accounting and administration. A graduate of HEC Montréal in business administration and public accounting, she began her career at RCGT Montréal as a director, where she managed various audit files. She is currently VP Finance and Administration at a biopharmaceutical company. Andréanne specializes in IFRS, financial reporting, financial analysis and business process optimization.
François La Roche

François La Roche founded Groupe-conseil Vectis in 2002. He helps senior executives of organizations undergoing development or facing major changes to formulate successful strategies, design effective governance frameworks and make the decisions required to implement them. He brings with him a wealth of experience from over 250 mandates with organizations in a multitude of economic sectors, including culture and entertainment, consumer products, retail, tourism, public and financial services, pharmaceuticals, technology, manufacturing and shipping. He is also involved with numerous not-for-profit organizations in the professional and community sectors, including as a director. He currently sits on three boards of directors.
Martin Tremblay

Martin Tremblay has been Vice President, Finance and Administration at Vélo Québec since 2018. A chartered professional accountant, he has over fifteen years' experience in financial management, accounting and assurance, notably with accounting firms and public and private organizations. He held financial management positions at Lozeau and BDO Canada, after working at Canada Economic Development and the City of Montreal. Martin Tremblay holds a degree in accounting from ESG UQAM.

Guillaume Longchamps

With a bachelor's degree in urban planning and a master's degree in project development and management, Guillaume Longchamps has nearly twenty years' experience in the municipal and paramunicipal fields. Currently urban planner for the City of Laval, Guillaume has worked on a number of strategic plans, including the Schéma d'aménagement et de développement de l'agglomération de Montréal and the Ville de Montréal's urban planning and mobility plan. He has also served as a director for the Association des urbanistes et aménagistes municipaux du Québec (AUAMQ) and for the Mobiligo travel management center.

Kim Marois

Kim Marois, ASC, is General Manager of Fillactive, an NPO promoting physical activity among girls. With a bachelor's degree in business administration from HEC Montréal, she worked for 13 years in marketing for the Montreal Canadiens before turning to promoting physical activity. Passionate about governance and participative management, she completed a graduate program in social and collective enterprise management at ESG UQÀM, as well as university certification in governance from the Collège des administrateurs de sociétés. It is with great pleasure that she puts her skills at the service of Vélo Québec Association, to contribute to the growth of bicycle culture and active mobility.
Magali Bebronne

Magali joined the ranks of Vélo Québec in 2013 to facilitate and encourage the use of bicycles as a means of travel, particularly among children. As Program Director, she supports the teams of the VÉLOSYMPATHIQUE movement, which supports communities, organizations and campuses keen to develop cycling culture in their environments, and educational programs such as Cycliste averti, Toutes à vélo and cycling education parks. Particularly interested in active mobility, winter cycling and road safety, she also acts as a spokesperson for Vélo Québec.
Louis-Eric Trudeau
Vice President
Louis-Eric Trudeau is a professor and researcher at the Université de Montréal's Faculty of Medicine, and a member of VQA's Board of Directors since 2019. He has management experience as the head of a large university research group. He is also an avid urban cyclist, 12 months a year. He founded the Collectif Vélo Campus UdeM to promote the development of cycling infrastructure on the Université de Montréal campus.
Manon Duclos
Director
Manon Duclos has been working in the fields of innovation and organizational improvement for over 30 years. A chemical engineer by training and holder of a master's degree in engineering management, she has held key positions in technology companies such as IBM and Teledyne MEMS. A resident of Estrie, she's no stranger to the strengths of her community, including quality of life... and cycling. Now CEO of Technum Québec, she brings together companies and partners to develop innovative projects in electronics and semiconductors. She believes that an innovation zone must attract talent and investment through modern infrastructures and sustainable living environments where people can live, play and work.
Pascale Monier
Director
A cyclist from an early age and a keen supporter of social values, Pascale Monier has a diverse academic background: a diploma in socio-cultural activities, a master's degree in management of the social economy and a master's degree in urban studies. These courses have given her a wealth of experience working with young people and in municipal politics. She also took part in Cyclistes solidaires during the pandemic and sat on the BQAM-E Board of Directors for 3 years. A Vélo Québec volunteer since 2019, she joined the VQA Board of Directors in May 2024.
Katrine Gouron
Director
Kate is Senior Director, Impact and Communications at LG2. She oversees all internal and external communications, as well as the national impact strategy. With over fifteen years' experience in the industry, she has contributed to the strategies of brands such as Groupe ALDO, Lise Watier, Fruits & Passion and Nespresso. Passionate about cycling in all its forms, she is particularly fond of gravel and the sense of community that goes with it. Vélo Québec's mission resonates deeply with her.
